European Aluminium welcomes the Commission’s proposal to review the ETS Directive, together with the separate legislative proposal allowing for the adjustment of the ETS free allocation fallback benchmarks for the 2026–2030 period. This position paper outlines the key changes needed to ensure the Commission’s proposals enable the European aluminium industry to continue driving decarbonisation, while preventing carbon leakage and creating a supportive investment environment for a strategic European value chain.

European Aluminium urges Members of the European Parliament to support plenary amendments addressing two critical shortcomings for the aluminium sector: the post-consumer aluminium scrap loophole and the 50-tonne threshold for aluminium imports. These targeted changes are essential to ensure the CBAM Review better reconciles climate objectives with industrial competitiveness and provides effective protection against carbon leakage.
