Letter to European Commission Officials: The Need for an ETS Product Benchmark for Alumina

A design shortcoming in the EU ETS puts a core part of Europe’s aluminium value chain, the alumina refiners, at risk—and the fix is simple. Estimates of the revised ETS Free Allocation Benchmarks are expected to be presented at the December meeting of the Commission’s Climate Change Expert Group (CCEG). The 2026–2030 benchmark review is a crucial moment. Failing to act would undermine the Clean Industrial Deal and the resilience objectives of the Critical Raw Materials Act, while risking yet another wave of closures across the aluminium sector.
